We have just had our own version of this. The government (extreme right wing neocon) has just brought down a defence white paper which calls for 30 trillion dollars military expenditure and they admit we have no enemies in our region. It is a massive shift of money from education and health, which will be decimated, to US arms corporations. All fully interoperable with US military. The bogey man here is our biggest trading partner China. They removed the PM with an independent foreign policy who also spoke Mandarin.
