So they downloaded a NATO logo from images.google.com and were not briefed on the terrorist stealth information warfare weapon known as the GIF format originally developed under DARPA contract by CompuServe and prolific on the internet lo these 22 years now. It could happen to anyone.
Maybe Croatia could contract for a special antivirus to look into potentially infected GIFs before they are opened. Otherwise they might need to ban all GIFs on all government sites, and perhaps approach domestic ISPs to voluntarily combat the scourge by placing GIF filters at all gateways.
