If it's distraction, distraction from what exactly? Afghanistan? Pig flu/Spanish flu? A new war? I'm just asking, I think it's totally possible.
Looking over the emails in the leak, there are indications that Hadley CRU at UEA did leave sensitive documents, data and programs out on public display on uni FTP sites, they end up warning each other not to do that anymore. They're also worried about "unreliable" people in their midst being included on email recipient lists. So if it was MI6, they do have plausible deniability.
