In my arguments with neo-cons I always said the War On Terror's main purpose was domestic not foreign.
Homeland "Security" is called "security" because military psychologists determined women would see the word "security" and associate it with corporate security. This resonates with people because corporate security is very reliable in their pro-active effort at control. When you combine the economic interpretation of "security" with the protection version you create a one-stop entity where people can get everything in one place. What they conveniently forget to tell people is that this is also known as the fascist model.
