Unquestionably true. It's business as usual. The state is engaged in business. It collects taxes from Wall Street and other business sectors and promotes their interests in return. It's a nice comfortable scratch my back and I'll scratch yours situation. The police, military and other state assets are control mechanisms - to be used at home and overseas to ensure that business as usual continues as usual. Interruptions to this process are not permitted.
The state also collects taxes from citizens - who account for the largest revenue streams for government - but the latter are not organised and therefore are not considered important enough to warrant listening to - other than at election time, when their votes are needed. But once in office they can be ignored again until the next election. The function of citizens is to work, pay their taxes and buy things.
The elite understand that "democracy" is a theatre play used to control and focus society for the sole purpose of enabling them to make loadsa money.
