The CIA Handler to the Boston Bombing?

Another look at Uncle Ruslan's handler from the Voltaire Network:

One of the many unexplained (at least not officially) anomalies of the persons claimed to have carried out the Boston Marathon bombings is the presence of key CIA figure in the direct family of the accused brothers. Ruslan Tsarnaev, the outspoken uncle of the brothers was married to Samantha A. Fuller until 2004. Samantha's father is Graham Fuller, the senior CIA person who architected the Afghan Islamic fundamentalist Mujahideen war against the Soviets. He is also implicated in creating a global jihad network, presumably acting on behalf of CIA interests.


Ruslan Tsarnaev, who changed his name to Ruslan Tsarni, lives in a posh Washington DC suburb of Bethesda Maryland. He has worked in the past for companies tied to Dick Cheney's Halliburton as well as a "consultant" in Kazakhstan with the State Department's USAID which has been identified as a CIA front. [1] Take it all in: The two brothers, Dzhokhar Tsarnaev, Tamerlan Tsarnaev, accused though never proven in a court of law to have been responsible for the Boston Marathon bombings, had an uncle, the same uncle who agreed to bury the remains of the one dead brother. This uncle was married to the daughter of Graham Fuller, one of the most important CIA architects of using Islamic Jihadists/terrorists against the USSR during the Cold War and after, throughout Central Asia, including Chechnya and Kazakhstan. Coincidence?

The Fuller CIA Link


The discovery of the connection between a very, very senior CIA man, Graham Fuller, to the uncle of the accused Boston bombers was more than a bit embarrassing for Fuller. He took what for a professional CIA agent was an extraordinary step of issuing a public denial. In an exclusive interview on what reportedly is a CIA-linked website, "Back ChannelAl-Monitor," Fuller hurriedly denounced media links of his CIA connection to the bombers' uncle: "…possible connections between Ruslan and the Agency through me are absurd." [2] Fuller then went on to admit, "Samantha was married to Ruslan Tsarnaev (Tsarni) for 3-4 years…They also lived in our house in [Maryland] for a year or so…" [3]
Fuller went on to claim Ruslan was "homesick" for Chechnya, and that his English was "shaky," yet after the Boston bombings, a very English-fluent Ruslan gave a press conference from his posh Maryland home denouncing his nephews.


The central question is who is Graham Fuller? The answer turns out to be that he was perhaps if not THE most instrumental, one of the most instrumental people inside the CIA during the 1980's who convinced CIA Director Bill Casey and the Reagan Administration to recruit fundamentalist Muslim Salafists or Jihadists from Saudi Arabia, Pakistan and elsewhere, train them in techniques of guerilla insurgency and send them against the Soviet-occupied Afghanistan. They were called Mujahideen. [4] One of the more famous of those Mujahideen was a young Saudi from a very wealthy family named Osama bin Laden. In a sense then we might call Graham Fuller the "Godfather of Al Qaeda."


Fuller was also the key CIA figure in convincing the Reagan Administration to tip the balance in the eight-year-long Iran-Iraq war by using Israel to channel weapons to Iran in what became the Iran-Contra Affair. As well, in 1999, around the time his daughter Samantha and "Uncle" Ruslan Tsarni (aka Tsarnaev) lived at his home near Washington, Fuller, former Deputy Director of the CIA's National Council on Intelligence, then a senior figure at the Pentagon and CIA-linked neo-conservative RAND corporation, advocated using Muslim forces to further US interests in Central Asia. He stated,

Russia's main pipeline route out of the Caspian Sea basin transits through Chechnya and Dagestan. The 1994-1996 Chechen war, instigated by the main rebel movements against Moscow, served to undermine secular state institutions. The adoption of Islamic law in the largely secular Muslim societies of the former Soviet Union served US strategic interests in the region.


This is precisely what happened in Chechnya with hundreds of CIA-trained Jihadists and Al Qaeda fighters sent into Chechnya, Dagestan and other parts of the former Soviet Union, precisely where Uncle Ruslan and his two Tsarnaev nephews came to the USA from. Coincidence?
Is it mere "coincidence" that the uncle of the two young men accused of the Boston bombings was related in marriage to the CIA figure who advocated using the networks which were later named "Al Qaeda" across Central Asia including Chechnya where the Tsarnaev brothers had roots? The more independent researchers examine evidence around the Boston terror bombings, the more the official US Government version of events stinks. Closeup pictures of obviously fake red paint designed to look like blood from a man whose legs were supposedly blown off of flesh to the bone, pictures of private security contractors carrying large backpacks at the direct bombing site after the bombing and chatting with police, reports of eyewitnesses of police over loudspeakers telling marathon runners there was a "terrorism exercise" taking place as a test that day. All these anomalies, combined with the CIA ties of Uncle Ruslan, present an incredible set of coincidences. It is time for an open and serious citizen commission of inquiry be formed to investigate.


In a future article we will look closely at the role of the same Graham Fuller in creation of what is rapidly becoming an Islamic fundamentalist dictatorship in Turkey and across the Islamic world. The Graham Fuller-Ruslan Tsarni connection opens up what looks to be a very ugly can of worms. The two accused of the Boston bombings were never proven guilty. Their mother in Russia vehemently insists they were set up as patsies by the US Government to be blamed. [6]


It may be that carelessness somewhere exposed Graham Fuller and the tip of a very secret and very explosive network of international terror whose ties with Langley and the US Government are inadvertently coming into daylight in what might well be the most important revelation of destructive secret intelligence operations in modern history. Graham Fuller, 'methinks thou doth protest too much,' when you proclaim absurd ties between the CIA and accused Boston bombers and that is drawing the spotlight of the civilized world to you and your accomplices and activities. Fuller's earlier role in Turkey with another network of Salafist fundamentalist Islam will be our next view into the murky underworld of intelligence agencies and attempts to manipulate entire parts of the human population.

I'LL SEE YOUR GRAHAM FULLER AND RAISE YOU A BRIAN GLYN WILLIAMS
[Image: brian-glyn-williams.jpg]The Tsarnaev family connections to the world of spooks and suits are becoming increasingly difficult to either ignore or dismiss as mere "coincidences." When I wrote the first article on The Tsarnaevs and the CIA, detailing the connections between the Tsarnaev family (namely "Uncle Ruslan" Tsarni and Tamerlan Tsarnaev) to the intelligence world (Graham Fuller, Fethulla Gulen), I did not expect for it to become a multi-part series. Although, the way things are headed, there may indeed be a need for continuous entries within this journal.
A bit of old information has been made new again thanks to the keen eye of writer Mark Ames at NSFWCORP with a piece titled "I Hope I Didn't Contribute To it,"which includes a detail that, as he correctly pointed out, has been completely overlooked.
THE PROJECT
[Image: dzhokhar-tsarnaev-small.jpg]Two years ago, while Dzhokhar Tsarnaev was still a senior in high school, Dzhokhar was tasked with a project assignment by his English teacher, Steve Matteo. The project consisted of each student in the class researching their past, their history and ethnicity, and to write about their findings. Dzhokhar's teacher, Steve Matteo, decided to help him along in his research by introducing him to his friend, Brian Glyn Williams, considered to be a "top expert" on Chechnya.
Williams, by all accounts, is indeed an expert on the subject, having majored in Russian Studies while an undergraduate, receiving dual Masters Degrees in Russian and East European History and Central Eurasian Studies, and a Doctorate Degree in Middle Eastern and Islamic Central Asian History.
Furthermore, the breadth of knowledge he would have been able to bestow upon the younger of the two Tsarnaev brothers and accused Boston Bomber was not limited to simply that of scholarly research. Brian Glyn Williams is not just an academic with a pension for Russian studies and the Chechen strugglehe's also a spook.
A CROSS BETWEEN JAMES BOND AND INDIANA JONES
Brian Glyn Williams' history with The Central Intelligence Agency is not as well publicized as Spymaster Graham's, indicating that perhaps he was not as involved with the CIA as Graham Fuller, who himself was a high level operative.
On the other hand, the flip side of that coin is also equally possible.
His book's publisher confirms that Williams did indeed work for the CIA in at least some capacity:
"Having traveled extensively in the Pashtun tribal areas while working for the U.S. military and the CIA, Williams explores in detail of the new technology of airborne assassinations" [emphasis added].
His bio on the Huffington Post is a little more subtle:
"Brian Glyn Williams is a Professor of Islamic Studies at Univ of Mass. Dartmouth formerly of Univ. of London. He has spent four summers in Afghanistan researching terrorism and is the author of the forthcoming book Predators: The CIA's Drone War on Al Qaeda based on his field work in Pakistan" [emphasis added].

The fact that Williams may have done a bit of contract work for the CIA would be easy enough to ignore if not for the broader context of the Tsarnaev family connections. In fact, it's not at all surprising that this seemingly "minor detail" was overlooked completely by almost everyone in the days after the manhunt and subsequent arrest. In and of itself it's not much to go on.
However, given the well established links between the CIA and others in the Tsarnaev family, this Williams connection, if unrelated, would make for quite a remarkable coincidence. This is perhaps best articulated in a comment posted by a self-described former student on a blog written by Brian Glyn Williams published by the Huffington Post:
"I had professor williams at Umass Dartmouth. He is the most bada$$ professor on the planet; a combination of James Bond and Indiana Jones, He lived with a freakin Afghan Warlord, general Dostum, who helped us fight the war on terrorism and helped hunt the Taliban. Buy his new book, Afghanistan declassified, it is great.
Being from the Boston area myself and a UMASSD alumni, Professor williams was the first person I thought of after I found out Dzhokar was a registered student…. The Irony was crazy…. that they crossed paths and communicated, is like something out of a movie,…… I'm still in shock. I just talked with Williams a few weeks ago. I'm surprised Dzhokar didn't target Professor Williams……… he must have not known of his past CIA career……" [emphasis added].
DON'T LOOK AT ME, I BARELY KNEW HIM
Within hours of the manhunt for Dzhokhar Tsarnaev on April 19th, Williams was providing comments to various media outletsand describing the nature of his relationship with Dzhokhar, including some insight into the mind of the alleged Boston Bomber.
"He was sort of rediscovering his identity," he said. "I seem to recall discussing my syllabus and the history of the wars." - Dzhokhar Tsarnaev, Tamerlan Tsarnaev: Family, Acquaintances Describe Boston Bombing Suspects (Huffington Post)
It appears Williams was the one who initiated the contact with the media and decided, through whatever motivation, to get this story out.
Steve Urbon, columnist for The Standard-Times and SouthCoastToday.com, writes:
"On Friday morning, Williams awoke to hear that this young man was the suspect being sought in the Boston Marathon bombing Monday.
Williams shot me an email. I phoned him and at one point I heard a rare twinge of worry in his voice. I hope I didn't contribute to it. That kid and his brother identified with the Chechen struggle,' he said."
Urbon goes on to say:
"But Williams recalled the student clearly, though the two never met and communicated by email, Williams sending him links to academic papers he's published and books he recommended" [emphasis added].
As the days passed, Williams' comments in the media became a bit more defensive, as he distanced himself from Dzhokhar, downplaying their "brief relationship."

"I've had a little criticism for providing him with information on Chechnya," Williams says. "But that's like criticizing someone for giving information to an Irish person about Ireland for fear that they might join the IRA. It doesn't make any sense."

Indeed, criticism for providing information on Chechnya to a young student working on a "special project" would not make any sense at all. What would make sense, however, would be criticism for not disclosing information as to the extent of his work with the league of extraordinary spies and assassins in the CIAand for that matter, criticism of the mainstream press and the various writers and reporters who have been in touch with Williams in the last 3 weeks and never bothered to ask the question.
Williams says he never met Dzhokhar and only communicated with him briefly via email. As the HuffPo subscriber and former student mentioned above expressed, that idea is "surprising," "shocking"frankly, just plain hard to believe.
Brian Glyn Williams boasts that he is the only person in America, perhaps even the world, who teaches a course on the "obscure land" of Chechnya. He's devoted the last nine years of his life to relaying his knowledge on the subject to students at the University of Massachusetts at Dartmouth. Dzhokhar Tsarnaev, a young man of Chechen descent, keen on "rediscovering his identity," as Williams says, transferred to UMASS-Dartmouth in the Fall of 2011, within months of the two exchanging emails.
But they never met? Dzhokhar made no further attempt to contact Williams even after establishing a rapport via email and now a student at the same University with the "only man in the world" who teaches a class on Chechnya?
Once again, just plain hard to believe. That being said, what reason do we have to suspect Williams would intentionally misrepresent their relationshipother than at some point in his life having worked for an agency many associate with professional liars and murderers?
That may not be much, I would concedebut then there's that darn =142]Jamestown Foundation again.
WORKSHOP FOR SPOOKS
Brian Glyn Williams not only performed work for the CIA, he is also =142]an analyst for The Jamestown Foundation, an organization that has been described in the past as a CIA-front. If not a direct cover for the covert actions of the CIA, the Jamestown Foundation is certainly a place where spooks and suits like to hang outgive lectures, run workshops, influence an opinion here or there, destabilize a region of the worldthe usual.
Williams' association with the Jamestown Foundation is relevant for two principle reasons: First, it provides further insight as to the level of involvement Williams has had with the agency and, as a whole, the world of intelligence, think tanks and influence. Second, this isn't the first time the Jamestown Foundation has come up with respect to the Boston Marathon Bombing and the Tsarnaevs.
Although the source is manifestly suspect, Russian state newspaper Izvestia has reported that the Counterintelligence Department of the Georgian Ministry of Internal Affairs released information affirming Tamerlan Tsarnaev attended a workshop while visiting Dagestan in 2012 sponsored by the Caucuses Fund and the Jamestown Foundation.
A workshop of this sort, the Izvestia report proposes, would have been used as a tool by US intelligence (through their proxy in the Jamestown Foundation) to recruit residents of the Northern Caucuses (including Dagestan, home of the Tsarnaev family) to work in their interests. The implication, of course, being that Tamerlan Tsarnaev, having attended this workshop and fitting the recruitment profile, would have then been enlisted as an asset by the CIA.
DO THE MATH, SHOW YOUR WORK
The connection between Dzhokhar Tsarnaev and the self-professed "world's expert" in Chechen studies, agent of the CIA, and part-time analyst for the Jamestown Foundation is an unexpected one. Up to this point there has been very little to suggest Dzhokhar was as involved in the planning or execution of the bombing as his older brother Tamerlan (and to be fair, there has been no concrete evidence yet made available to the public that incriminates either one as the definitive culprit).
For curious journalists wanting additional information about Dzhokhar's potentially more than merely "brief relationship" with Williams or his academic history in general at UMASS-Dartmouth through his education records: you're out of luck, at least for the time being. His records have been sealed and both the University and The US Department of Education have denied requests to release them.
Within this context, the question of why Dzhokhar Tsarnaev was allowed to remain enrolled at UMASS-Dartmouth despite an "unusually" high unpaid balance of $20,000 becomes a bit more intriguing.
That being said, and as I've previously noted, the association between Dzhokhar and Brian Glyn Williams, as curious as it may be, would be easy enough to shake off as its own stand-alone piece of information.
Perhaps the same could even be said for any of other links in the Tsarnaev-CIA chainin and of themselves. In and of themselves, these individual links may not mean much at all, but when placed in their proper context and summed up, the math cannot be deniedeven if you don't like the answers.
The Tsarnaevs are a "connected" family. That much has become abundantly clear. Exactly how they are connected, where their loyalties lie, to what extent, if any, were they actually involved in the planning or execution of the Boston Marathon Bombing, and for what endsthese are the larger questions whose answers may lead us to the truth behind the Tsarnaevs and the CIA.

[9]Foreign Policy Journal describes the role of Fuller and the CIA in getting indicted Turkish fugitive Gülen asylum in the USA: "Fethullah Gülen became a green card holder despite serious opposition from FBI and from Homeland Security Department. Former CIA officers (formally and informally) such as Graham Fuller and Morton Abromovitz were some of the prominent references in Gülen's green card application." [10]

Jihad Spreads to Central Asia

From his new luxurious heavily-guarded estate in Saylorsburg, a remote part of eastern Pennsylvania, Gülen launched a series of fundamentalist Salafist mosques and madrasses, not only in his native Turkey where he was the alleged power behind Turkey's AKP regime of Recep Tayyip Erdoğan, himself a product of Gülen's schools, but across the Islamic regions of Central Asia as they separated from the Soviet Union in the chaos after 1991. [11]According to Edmonds, an authority on the subject, "US Islamization Operations in Central Asia via Gülen started in late 1997, early 1998. That brings me to …Graham Fuller." [12][Image: schools-6d8e9-2f5da.gif]Fethullah Gulen, lives in Pennsylvania. From there he runs a $25 billion international network. He is tied to hundreds of Gulen charter schools in the United States itself, 36 of which are located in Texas alone.A memoir by former head of Turkish intelligence, Osman Nuri Gundes, claims that Fethullah Gülen's worldwide Islamic movement based in Pennsylvania has been providing cover for the CIA since the mid-1990s, and that in the 90s, the movement "sheltered 130 CIA agents" at its schools in Kyrgyzstan and Uzbekistan alone. [13]Gülen schools in Russian Chechnya and Dagestan regions, both locations of fanatical Jihadists since 1991, were ultimately banned by Putin. The Russian government has banned all Gülen schools and the activities of the Gülen-linked Nurcu sect in Russia. Over 20 Turkish followers of Gülen were deported from Russia in 2002-2004. In 1999 Uzbekistan closed all Gülen's Madrasas and shortly afterward arrested eight journalists who were graduates of Gülen schools, and found them guilty of setting up an illegal religious group and of involvement in an extremist organization. In Turkmenistan, government authorities placed Gülen's schools under close scrutiny and have ordered them to scrap the history of religion from curriculums. [14]Responsible Turkish journalists I've met with relate that Gülen-loyal police tied to Edrogan's AKP have infiltrated the Turkish police, intelligence services and other key state institution and are systematically arresting, purging or silencing all nationalist military, trade union and other secular figues opposed to creation of an Islamic Sharia state in Turkey, uprooting ninety or more years of Kemalist legal foundations. More than one hundred Turkish journalists have been arrested for writing critically about the actions of Gülen's AKP.Gülen's public profile is as a humble, deeply spiritual Imam of love and brotherhood. His record in practice is anything but. Gülen once stated, "You must move in the arteries of the system without anyone noticing your existence, until you reach all the power centers, until the conditions are ripe." Sounds a bit like Lenin in the old days. Certain networks in Washington including people in and around Fuller obviously have no problem with that.Why would the CIA and US agencies want Central Asia? As Obama adviser, Zbigniew Brzezinski, notes in his now-famous book, The Grand Chessboard, "For America, the chief geopolitical prize is Eurasia...America's global primacy is directly dependent on how long and how effectively its preponderance on the Eurasian continent is sustained…It follows that America's primary interest is to help ensure that no single power comes to control this geopolitical space and that the global community has unhindered financial and economic access to it."Washington has used Turkey and the AKP fundamentalist networks of Gülen to wreak havoc across the post-communist oil and mineral-rich regions of Central Asia. Graham Fuller's foot prints are all over those covert operations as are Fetullah Gülen's. In 2008 Fuller published a book titled, "The New Turkish Republic: Turkey as a Pivotal State in the Muslim World." As Sibel Edmonds describes, the process involved using Turkey with assistance from 'actors from Pakistan, and Afghanistan and Saudi Arabia' as a proxy, which in turn used Bin Laden and the Taliban and others as a proxy terrorist army before 9/11. [15]Edmonds notes regarding US operations in Central Asia, "This started more than a decade-long illegal, covert operation in Central Asia by a small group in the US intent on furthering the oil industry and the Military Industrial Complex, using Turkish operatives, Saudi partners and Pakistani allies, furthering this objective in the name of Islam." [16][Image: 10078-saf1-2-f1086-4efef.gif]Her middle name suggests a reference to her father's CIA posting in Turkey.What did Uncle Ruslan Tsarnaev, uncle of the Boston alleged bombers do when he was married to Graham Fuller's daughter? Ruslan worked for companies connected to Halliburton, doing oil deals in the Caucasus and as "consultant" for the U.S. Agency for International Development (USAID) in the former Soviet Republic of Kazakhstan. Russia barred USAID from its soil in late 2012, alleging USAID together with CIA was attempting to influence the internal political processes in the country. [17]Some are beginning to ask whether the Boston bombing might have been a deception operation carried out by the Rogues associated with Graham Fuller and the network within the CIA and Pentagon, to make it appear Putin was behind the ghastly events. In any case, when Graham Fuller went to the press to publicly denounce CIA links to the Tsarnaevs he made what is likely to go down as one of the greatest snafus in US intelligence history. He lost his cool, and with it, has put the spotlight on the entire CIA-sponsored Islamic Jihadist operations run through Fetullah Gülen across Turkey into Central Asia and Russia and China.
