"John Means" report in the SS CD3 report - placed on purpose. Why?

CD3 Pt2 Ex 12 Item 19 corresponds to the item listed as "John A. Means" and comes between the 11/29 report of Hickey Jr. and the Nov 22 Hickey "addendum"

I would have thought it was miss filed yet the designation at the top of it places it right where we find it.

Anyone familiar with this type of report and why it would be in the SS JFK report... ??
