Covert ops are terrorist activities

Most covert operations, even the small ones, should be regarded as terrorist acts, regardless for what purpose they are allegedly executed. So did anybody ever try to force the jurisdictional system to name any state sponsored covert organisation as a terrorist organisation?

Imagine this: the attorney general would be forced to indict the covert branch of the CIA under the patriot act, and after presenting evidence the court would be forced to label it a terrorist organization and every member would be treated as a terrorist.

Methinks, there might be something optimistic in terrorism law after all.
