Kennedy had to figure out a way to delay the A4 Skyhawks so that American "air-cover" would not be seen by the Soviets, yet, still make it appear the United States stood behind the Brigade. Kennedy received a warning from the Soviets prior to the Bay of Pigs landing boldly warning Kennedy of any American military intervention. Kennedy's letter dated April 18, 1961 reassured the Soviets the United States would not, under any circumstances get involved. This meant delaying the A4s for an hour or so until the battle was over. Do you get it now?
