Just a couple of weeks ago I listened to a radio report about an Arizona politician, a woman, who had denied state medicare funds to a transplant patient who had managed to find a donor and had everything lined up but needed the funds for the actual operation. She said "No' and patient dies, transplant organ wasted, lives wasted, broken hearted people remain and heartless people in charge. There was another death 2 days ago in similar circumstances. That would drive many to murder.
