The intel community consumes huge resources and one of their missions is to know what the enemy (perceived) is up to and thinking about being up to. It used to be called spying and spies would report to HQ and these reports would amount to *advance knowledge* of sorts since tactics are planned and so knowing the plans is fore knowledge.
I would think that if intel was not completely asleep at the switch they were SUPPOSED to know what these guys are up to and planning. Of course if their agents are SUGGESTING the plans they would not only KNOW them but be very culpable in if the event actually went operational. There is reason to believe this is the case with the Xmas bomber Abdulmutallab and others.... a so called sting operation that Intel won't fess up to as a sting.
And so there is reason to suggest that 7/7 and 9/11 were similar in that intel knew something was up... may knew a lot more than they are fessing to and may have even let it happen to advance a political agenda.
