The story that CIA was monitoring cocaine traffic for intel reasons sounds contrived. Sometimes smugglers lose loads to government interdiction. CIA has a tradition of cooperating in drug smuggling all the way back to the French Connection, Air America, Contra's, and now Afghanistan. They are supporting a drug money cash flow that in turn reciprocates with huge political support for CIA causes.
