I agree that Dulles, McCloy, Rankin and others dominated the WC, but I'm not sure how significant this particular journal entry is. Here are all of the Willens entries Pat posted:

I think Russell, Boggs and Cooper were less involved in the WC hearings than any other members because of their Congressional duties, and by the summer of '64 they were probably being left out of the Commission's loop. Remember that Sen. Russell was very preoccupied in the summer of 1964 trying to filibuster the Civil Rights Bill in the Senate. Given his political views, it's likely his theory of the conspiracy against JFK was that it was a "commie" plot. Gerald Ford appears to have held the same view, at least privately, in 1964.
Oh, and is there a source for the claim that Clinton drove Boggs to the airport?
