Neither reports what the Russian finance minister said in reply. "&%£$ @%*", was the likely response, I suppose.
But I find this a really interesting development as it suggests to me that the US coalition of the willing over Ukraine is silently fragmenting. Were I Putin I would've agreed but asked Germany to be the guarantor of the loan.
