It's pretty clear now that torture was done to elicit false confessions to a) link Al Qaeda to 9/11 (the 9/11 Commission relied heavily on statements by tortured suspects) and b) link Saddam to Al Qaeda (which led to the war with Iraq). It was not done to protect Americans.
