In the mind of the artist it seems there is a conflation between the Diana/Artemis, the birthing goddess and Libertas, and the Roman goddess of liberty who is the cloaked figure of the Statue of Liberty. In this picture the former is held in chains and subject to a horned devil about to rape her, so I would say the artist here is speaking about how America has become subject to dark forces that have subjected her freedoms and liberty for their own selfish ends.
The shadow is a moral problem that challenges the whole ego-personality, for no one can become conscious of the shadow without considerable moral effort. To become conscious of it involves recognizing the dark aspects of the personality as present and real. This act is the essential condition for any kind of self-knowledge.
