It's possible the Yates event was deliberate and functional and simply served as a way to get the rifle into the Depository. It had the added bonus of showing Oswald as intending to kill Kennedy.

The Frazier story was simply the firming direct evidence that Oswald went to the Paines with the intent to carry it out.
