'Rot' makes it sound as if they were only sleeping on the job.....but perhaps they were working to secretly move [or lend control of] nukes to various places and/or into unauthorized hands.....who knows...we won't, that's for sure. :mexican: IMHO, the entire military structure of all major nations is 'rotten' to the core.
