So your theory is that there are two separate groups involved, one group perpetuated the act, and one group perpetuating the cover-up.
Just as in the JFK assassination, the planners [not the grunts on the ground doing things they were told to do] pre-planned a disinformation campaign and a cover-up [that had to adapt to mistakes and changes, unforeseen problems]; however, the groups that do the cover-up are a larger set of persons [JFK and 911 and all such false-flag ops like 7/7 and Oklahoma, by the way..], but they include the subset of the originators of the plot/false-flag black op. In both groups there is some compartmentalization; more so in the cover-up group - some of which know only small parts [or NO parts] of the real planners/planning/events/scenario...but none the less for National Security [sic] reasons and their sense of duty to the organizations they belong to and false sense of 'patriotism' will follow out these orders without question and keeping the secrecy requested and part of their positions.
