I always thought and assumed a EU army was happening from the get go. That is another reason reason for NATO's mysterious presence in Europe. After the Warsaw Pact was disbanded it should have been "Thank you NATO from protecting us from those dastardly evil communists but we are all right from now on. Thanks and good bye." But it wasn't.
And all these things need to be done in public for the people to see what their elected representatives are doing in their name. Secret meetings and no cameras and no publicity and no distributed documents cannot be the norm in society. If it is so bloody wonderful they should be publicising it everywhere.
