I don't think Franklin had anything to do with Phoenix. By the way, William Colby may have been a victim of a Phoenix style assassination himself in spring, 1996, when he had a very suspicious death supposedly "drowning" after he supposed went out canoeing in high waves, leaving food on the table at home. Colby was probably murdered and he was murdered at the time Chip Tatum, CIA Pegasus agent and friend of Colby, was going public with his story.
Re: Franklin - Paul Bonacci, Alicia Owen, Troy Bonner, Danny King and others had NOTHING to do with the Phoenix program. DeCamp and Colby to a certain extent were working to EXPOSE the perpetrators of the Franklin pedophile ring, and I think it had nothing to do with Phoenix.
