What struck me as applicable:

all arriving LIMERICK personnel including known and suspected intelligence officers, plus documenting the daily routine of all
personnel of the LIMERICK installation.
LIMERICK is the SOVIET EMBASSY... LIONION too photos of the Cuban Embassy
The other part that struck me was:

... Such repair to photo equipment as is necessary can be done locally without security implications

..... Within hours of the arrivial of a new EMBASSY staff member his photograph is in the hands of the Station.
For all intents and purposes photos should have been a daily thing, easily maintained and quickly turned over to the Station.
The Mystery Man photos are from Oct 1 and 4....
the delay must have been the transcripts... yet if OSWALD was photographed... Goodpasture and Scott should have had it that day.
