Libyan Prime Minister Mustafa Abu Shagur dismissed

Mustafa Abu Shagur was elected by the national assembly in September to serve as prime minister

Libya's Prime Minister-elect has been dismissed from his post, after failing for a second time to win parliamentary approval for a new cabinet.
Mustafa Abu Shagur had called for the formation of an "emergency government", consisting of just 10 ministries.
The General National Congress (GNC) voted 125 to 44 against the proposal. Seventeen members abstained.
Mr Shagur was Libya's first elected prime minister following last year's overthrow of Col Muammar Gaddafi.
He had served as deputy prime minister for more than a year under interim leader Abdurrahim al-Keib.
The GNC now has three to four weeks to elect a new premier.
Political gamesMr Shagur's second and final offer consisted of just 10 ministries, as opposed to the 29 he offered last week.
Before the vote he told the GNC it was a proposal to lead Libya with no regionalism, and urged members to "assume its responsibilities at this historic time".

There is a lot of talk here now of backdoor alliances being formed between the country's two biggest parties - the liberal camp of the National Forces Alliance and the Justice and Construction Party, an offshoot of the Muslim Brotherhood. Together they form a vote that is difficult to overcome in the Libyan assembly.
Overall though, many Libyans don't much care for who is in power, so long as they get the job done. Issues like security, placating brewing tensions between some Libyan cities, and the economy are key concerns.
The latest event is not seen as the end of the road that will plunge the country into chaos, but rather one that will prolong a semblance of tangible progress that can be felt across the board.

"In face of the dangers threatening the country, I present to you a crisis government restricted to 10 ministers, rejecting all geographical considerations," Mr Shagur earlier told the GNC.
His first cabinet line-up was rejected late on Thursday on the basis that it was not representative of important regions and lacked qualified members.
The BBC's Rana Jawad in Tripoli says some cities like Zawiya, Benghazi, and Misrata, lost a lot of fighters during the battle to overthrow Gaddafi, and are demanding greater representation in the new government.
During the assembly debate, protesters - mostly from Zawiya - stormed the Congress building in the capital Tripoli, calling for the prime minister's resignation.
Mr Shagur had initially aimed for a unity government and what he described as "people with merit" to work with him.
However, he said that when he consulted with political parties, some had pursued their own agendas. He said one party had demanded 11 seats, and another nine.
Mr Shagur has said he would not give in to pressure and political games.
He studied at the University of Tripoli before moving to the US, where he earned a PhD and worked as an academic and optical engineer.
Mr Shagur returned in 2011 to become an adviser to the National Transitional Council, which was formed during the revolt that ousted Gaddafi.
In September, he was elected by the national assembly to be the country's next prime minister, in a run-off vote in which he narrowly beat Mahmoud Jibril - who served as interim prime minister following the overthrow of the regime.

October 17, 2012 "Information Clearing House" - (Beirut, October 17, 2012) New evidence collected by Human Rights Watch implicates Misrata-based militias in the apparent execution of dozens of detainees following the capture and death of Muammar Gaddafi one year ago, Human Rights Watch said in a report released today. The Libyan authorities have failed to carry out their pledge to investigate the death of Gaddafi, Libya's former dictator, his son Mutassim, and dozens of others in rebel custody, Human Rights Watch said.The 50-page report, "Death of a Dictator: Bloody Vengeance in Sirte," details the final hours of Muammar Gaddafi's life and the circumstances under which he was killed. It presents evidence that Misrata-based militias captured and disarmed members of the Gaddafi convoy and, after bringing them under their total control, subjected them to brutal beatings. They then executed at least 66 captured members of the convoy at the nearby Mahari Hotel. The evidence indicates that opposition militias took Gaddafi's wounded son Mutassim from Sirte to Misrata and killed him there."The evidence suggests that opposition militias summarily executed at least 66 captured members of Gaddafi's convoy in Sirte," said Peter Bouckaert, emergencies director at Human Rights Watch. "It also looks as if they took Mutassim Gaddafi, who had been wounded, to Misrata and killed him there. Our findings call into question the assertion by Libyan authorities that Muammar Gaddafi was killed in crossfire, and not after his capture."

Among the most powerful new evidence is a mobile phone video clip filmed by opposition militia members that shows a large group of captured convoy members in detention, being cursed at and abused. Human Rights Watch used hospital morgue photos to establish that at least 17 of the detainees visible in the phone video were later executed at the Mahari Hotel.Under the laws of war, the killing of captured combatants is a war crime, and Libyan civilian and military authorities have an obligation to investigate war crimes and other violations of international humanitarian law.A Human Rights Watch research team was nearby when Gaddafi's convoy engaged in its final battle with opposition forces, on October 20, 2011. Following the battle, the research team visited the site and found more than 100 bodies, most killed in combat. Two days later, the Human Rights Watch research team found the decomposing remains of at least 53 people at the nearby Mahari Hotel, some with their hands still bound behind their backs. Volunteer workers at the scene told Human Rights Watch that relatives of some additional dead had recovered their bodies prior to the Human Rights Watch visit.To document fully what had occurred on October 20, Human Rights Watch interviewed officers in opposition militias who were at the scene, as well as surviving members of the Gaddafi convoy at the hospital, in custody, and in private homes. Human Rights Watch also reviewed a large number of video recordings made by opposition forces on their cell phones, some of which show captured detainees at the site of the final battle. Using Sirte hospital morgue records, Human Rights Watch researchers were able to establish the identities of 17 people last seen alive in custody whose bodies were recovered at the Mahari hotel.

Among those executed was Ahmed Ali Yusuf al-Ghariyani, 29, a Navy recruit originally from Tawergha. In a phone video that is believed to show him in captivity after the battle, militia forces beat, kick and throw shoes at him, and taunt him about being from Tawergha, a town seen as being loyal to Gaddafi. Al-Ghariyani's body was later found at the Mahari hotel, and was photographed by hospital staff and buried as unidentified body number 86. He was later identified by family members from the photographs taken by the hospital staff.

These killings constitute the largest documented execution of detainees by anti-Gaddafi forces during the eight-month conflict in Libya, Human Rights Watch said.A review of the available evidence regarding the deaths of Muammar and Mutassim Gaddafi calls into question the official account by the Libyan authorities, who claim that the two, as well as all others who perished at the scene, died during fierce crossfire. Video footage shows that Muammar Gaddafi was captured alive but bleeding heavily from a head wound, believed to have been caused by shrapnel from a grenade thrown by his own guards that exploded in their midst, killing his defense minister, Abu Bakr Younis.In the footage, Muammar Gaddafi is severely beaten by opposition forces and stabbed with a bayonet in his buttocks, causing more injuries and bleeding. By the time he is filmed being loaded into an ambulance half-naked, he appears lifeless.

According to the evidence collected by Human Rights Watch, Mutassim Gaddafi was also captured alive at the scene of the battle, trying to break out of the siege by opposition forces. He was wounded and then filmed being transported by members of a Misrata-based opposition militia to the city of Misrata, where he was again filmed in a room, smoking cigarettes and drinking water while engaged in a hostile conversation with his capturers. By the evening, his dead body, with a new wound on his throat that was not visible in the prior video footage, was being publicly displayed in Misrata."In case after case we investigated, the individuals had been videotaped alive by the opposition fighters who held them, and then found dead hours later," Bouckaert said. "Our strongest evidence for these executions comes from the footage filmed by the opposition forces, and the physical evidence at the Mahari Hotel, where the 66 bodies were found."

Human Rights Watch met with Libyan transitional officials immediately after the killings to inform them of the findings, and has repeatedly met and written to Libyan officials to urge a full investigation and accountability for these crimes. Despite initial pledges by top Libyan officials that the events would be investigated, Human Rights Watch has not seen any evidence that any actual inquiry is under way or has been carried out.The International Criminal Court was given jurisdiction by the United Nations Security Council to investigate and prosecute war crimes committed by all sides in Libya after February 15, 2011, if the Libyan authorities are not able or willing to investigate or prosecute."One of Libya's greatest challenges is to bring its well-armed militias under control and end their abuses," Bouckaert said. On December 10, 2006, Field McConnell reported the illegal modification on Boeing aircraft to the Federal Aviation Administration (FAA), Northwest Airlines, Federal Bureau of Investigation (FBI), NORAD and the USNA Superintendent. Shortly thereafter, Northwest Airlines, compelled by the United States Department of Justice (USDoJ), silenced Field McConnell, due to his inadvertent reopening of a safety issue closed in the June, 2006 settlement of a $615 million settlement paid by Boeing to the United States Department of Justice (USDOJ).

Field McConnell filed Civil Case 3:07-cv-24 at the District Court, District of North Dakota on the 27th of February, 2007. The case is titled 'FIELD MCCONNELL v. ALPA and BOEING'. Boeing admitted on March 3, 2007 the existence of the Boeing Uninterruptible Autopilot. To date, 9 February, 2012, Airline Pilots Association (ALPA) has suppressed this information.

Field McConnell retired March 13, 2007 to preserve his EXPERT WITNESS VALUE in US District Courts. Civil Case 3:07-cv-49 HAWKS CAFE v. GLOBAL GUARDIANS was filed on May Day, May 1, 2007 in District Court, District of North Dakota.

Field McConnell was recruited by Air Astana to fly Airbus A320 as Captain at Almaty and Astana, Kazakhstan serving there from February 6, 2008 until August 6, 2009. Captain Field McConnell flew with Muslim copilots around tall buildings. On December 13, 2008, an aircraft Captain Field McConnell was the captain of was electronically 'tampered with' having no effect on Field McConnell's performance as a highly experienced pilot.

While serving as Airbus Captain in Kazakhstan, Field McConnell filed Civil Case 1:08-1600 (RMC) (Pro Se) September, 2008, MCCONNELL v. ALPA. Civil Case 1:08-1600 (RMC) (Pro Se) was dismissed by Judge Rosemary M. Collyer in January, 2011

Fargo Forum, called Field McConnell at home early in the after noon of September 11, 2001, the very same day of the attack on New York and the Pentagon in Washington. The reporter from the Fargo Forum talked about forty minutes, then asked if Field McConnell could be photographed for a front page story. The Fargo Forum, a Pullitzer Prize winning daily in Fargo North Dakota, sent a photographer out to Field McConnell's farm which was near Glyndon Minnesota, thirteen miles east of Fargo North Dakota.

Field McConnell still retains that front page of that newspaper; and on page A5 dated September 12, 2001, the headline read: "Our Nation Saw Evil", with a photograph of the rubble at the WTC complex, President George Bush, Osama bin Laden and Field McConnell.

This demonstrated clearly that Field McConnell was sought out as an "expert" on 9-11. The newspaper knew that Field McConnell had flown with and retired from the North Dakota Air National Guard as a Lieutenant Colonel after having flown sixteen years with them in the F4 Phantom and F16 Falcon fighters.

Field McConnell's interest has remained very high as his college classmate (USNA '71) was the Captain on American Airlines Flight 77, which was vaporized over the Atlantic forty-five minutes prior to the unmanned aerial vehicle that killed another United States Naval Academy alumni, Captain Gerald 'Fish' DeConto, whose window in Wedge One of the Pentagon the object flew into. Field McConnell felt strongly that the attack on September 11, 2001 was an inside job; and by September 12, 2001, he knew with a moderate degree of certainty that it, in fact, was precisely that.

How? The Fargo Forum reported three F16s had scrambled off of Langley Air Force Base. Bingo, end of charade, now it was time for Field McConnell to do some research. Field McConnell knew from his years of fighter pilot experience, the only way three fighters would have scrambled was if it was known they would be needed. Otherwise, never in history, to his knowledge would have three pilots ever been sitting alert. There usually are three jets (one a maintenance spare) but no spare pilot.

On December 4, 2006, Field McConnell called a medically retired United Airlines captain and chatted with him regarding the fraudulent bankruptcy involving United Airlines. Field McConnell called him again December 5, 2006 and again on December 6 2006. With three days of trust, he offered to join his cause as an expert witness for the events of September 11, 2001, and bring that issue into court so when the UAL BR is reviewed, there would have been corroborating testimony from another angle. Dan H, the United Airlines captain, said that the attorney on the case wanted to stay focused, but that if Field McConnell was seriously working on September 11, Field McConnell should call David Hawkins, so on December 6, 2006, David Hawkins and Field McConnell were introduced to each other via email through the United Airlines captain, Dan H.

David Hawkins is a Cambridge alumni with impeccable academic credentials. David Hawkins, too, had been studying the events of September 11, 2001 from the perspective of a forensic economist. David Hawkins' mind and mastery of details makes his delivery "similar to a fire hose", in the words of Field McConnell. However, Field McConnell can process information rather quickly, so it was possible, though tiring, for Field McConnell and David Hawkins to converse. Field McConnell has the ability to absorb ninety percent of what David Hawkins delivers and the other ten percent, as a fight pilot, are "details". However, Field McConnell has developed the equivalent of a twelve year intellectual partnership with David Hawkins in that Field McConnell can keep up with David Hawkins' equivalent of a "fire hose."

Both Field McConnell and David Hawkins, have "learning abilities" in that they can process information differently than most people. Even though David Hawkins was a brilliant scholar and Field McConnell was a "lackluster student", they have complementary skill sets including:

Field McConnell: economics, transport flying 19,000+ hours, fighter flying 3700+ hours, total flying 23000+ hours, Marine, Navy AF experience

When Field McConnell and David Hawkins' paths crossed on December 6, 2006, David Hawkins said something to the effect of "finally". Field McConnell asked David Hawkins what he was referring to, and David Hawkins said that he had been looking for an airline pilot or a fighter pilot from the US who had knowledge of the true Hollywood production of 9-11 for distribution by the mainline media, and was open to working together at Hawks CAFE. David Hawkins said he "felt like it was his birthday." Field McConnell told David Hawkins to think of it more like Christmas; because Field McConnell wasn't an "either/or pilot", Field McConnell was both: an airline pilot and a fighter pilot.

Field McConnell and David Hawkins' synergy and trust grew swiftly and strongly, and on December 8, 2006, Field McConnell warned the Northcommand (NORAD) of a threat; December 9, 2006, Field McConnell warned on a threat of the top five airlines in the US; December 10, 2006, Field McConnell warned the Air Line Pilots Association (ALPA Union); on December 11, 2006, Field McConnell warned a fourth entity who is not germane to the this story any longer.

In the warnings, Field McConnell alleged that his study of September 11, 2001 lead him to believe that at least 108 Boeing airliners were in service that had been modified with QRS11 GyroChips (electronic hijack) and "something more sinister". There was no interest from any quarter. On January 1, 2007, Adam Air 574 was vaporized in Indonesia in a manner exactly like Field McConnell had relayed as a threat.

In discussing this investigation with Field McConnell's sister, who served as number three to Janet Reno's number one at the Department of Justice (DOJ), when she knew she couldn't get Field McConnell off the trail, she suggested Field McConnell contact FBI Director Robert S. Mueller. Field McConnell then requested a face-to-face ASAP meeting in the interest of preventing a second 9-11. There was no reply.

Friday, February 23, 2007, Field McConnell emailed the CEO of Boeing demanding that he send Field McConnell a letter, notarized, and signed with his hand to Field McConnell telling him all QRS11 GyroChips and "other illegal modifications" had been removed from the 108+ Boeings, the same Boeings, Field McConnell alleged, triggered the $615 million payment from Boeing to the Department of Justice (DOJ) to abort a DOJ investigation into the illegal modifications allegedly performed in 2000 to 2003. Field McConnell gave Boeing four days, and when there was no response by February 2, 2007, Field McConnell filed a civil case for $1.5 million in lost income since Field McConnell could not legally fly a Boeing product. It violated Field McConnell's company regulations and it would have violated Federal Aviation Regulations.

Boeing and ALPA have been invited to come to US District Court and Field McConnell, Boeing and ALPA will determine who is informed and misinformed.

Field McConnell's trust level of and working his relationship with David Hawkins is so mature that four days after "joint research" began, Field McConnell put a mark on his forehead as anyone who knows who is at the top of this evidence trail would clearly understand who Field McConnell and David Hawkins are indicting. Further, when Field McConnell filed the civil RICO suit, he put a more powerful target on his life because, among others, he alleges that the 50 member board of directors of Boeing, as well as 50 more "household names" will be called in this trial. One of the big names ran for president, and "She's In to Win"; and another household name won an Oscar for "A Convenient Lie".

David Hawkins and Field McConnell have worked every day since December 6, 2006 and as of December 23, 2007, they both agree that their information is sufficient to prove "Wrongful Death" (6000+ cases) that allowed Field McConnell to file the suit as soon as his twenty-four year-old old son arrived safely in Iraq, ironically on a Boeing.

Sadly, Field McConnell's son is tracked and targeted by more cowards, including RADSAT, Iridium, Tomoye, and Boeing corporations, in Quebec and Chicago; and one more, McConnell International LLC. There is no relation, but Field's sister is a principal at McConnell International.

The US Intelligence community has been totally inerted by Tomoye in Quebec and McConnell in Washington DC. Interestingly enough, their Washington offices are within one block of each other on same street. Perhaps their cells will be on the same cellblock soon.

Libya's new government has drastically reduced its estimate of the number of people who were killed in the revolution against Muammar Gaddafi's regime, concluding that 4,700 rebel supporters died and 2,100 are missing, with unconfirmed similar casualty figures on the opposing side.
Miftah Duwadi, the deputy minister of martyrs and missing persons, told the Libya Herald newspaper that the numbers for revolutionary losses were still being checked but officials did not expect any major changes.
Arguments about casualty figures have become bound up in bitter political disagreements about the 2011 conflict. Opponents of Nato's armed intervention in support of the uprising often argue that it caused many more deaths than would have been the case without it.
The UN security council authorised action to protect Libyan civilians from the Gaddafi regime but Russia, China and other critics believe that the western alliance exceeded that mandate and moved to implement regime change.
Initially rebel officials believed that some 50,000 people had been killed, a figure that was revised down to 25,000 dead and 4,000 missing in October 2011. The latest statistics have been compiled after research by the ministry, though they do not include the final figure for fatalities on the Gaddafi side.
"I can't tell you the exact figure but, as of now, the number of martyrs from the side of revolutionaries is in the range of 4,700,″ Duwadi told the paper. "But the number of missing persons from both … sides [Gaddafi forces and revolutionaries] is around 2,100. We are working hard to finish the final numbers. It is very important for the reconciliation process as well, that we know the exact [total] losses."
During the eight-month conflict, the rebels' National Transitional Council, which was backed by western and Arab governments, estimated that tens of thousands of people had been killed by Gaddafi's forces, while the regime accused the rebels and Nato of being responsible for the deaths of tens of thousands of civilians. The ministry's research so far suggests that the death toll for the old regime may be about the same as among revolutionaries, if not less, the paper said.

Since the U.S.-led violent regime change in Libya, Hassan El Amin, chair of Libya's parliament human-right committee told a U.S. newspaper reporter than rights abuses are worse there than during Gadhafi's leadership.
"I have so many concerns about human rights violations in Libya, it is getting to a stage where it is even worse than during Gadhafi's time," El Amin told the Washington Times. "A lot of facts have become clear about human rights abuses [by the militias], the continuous attacks on the government, the kidnappings, and all of this is setting off a warning bell for the Libyan people.

The militia is the transitional government's armed forces, according to USA Today.
Many Libyans are under the threat of militias that compete for territory and terrorize those without arms to fight back, according to USA Today in January.

El Amin resigned and fled to London, claiming militias threatened to kill him.
"The whole country is full of armed men, many of them are hanging onto their guns because they still feel the revolution is not safe," El Amin said. "Many of those militias are totally out of control."
El Amin received menacing phone calls and warnings scribbled on walls in Misrata, his hometown in western Libya.
Washington Times reports that militia leaders in Misrata threatened El Amin when he demanded families be allowed to visit imprisoned relatives.
He said he could not do his job in the circumstances power often lay with militias.
El Amin said rogue militias are throughout Libya and that the situation was particularly rampant in the Benghazi area.
Human rights groups accuse some militias of torturing any detainees that they think were pro-Gadhafi.

The South African government is facing demands to arrest a man dubbed "Gaddafi's banker" amid claims the deposed Libyan leader and his family stashed more than $1bn (£658m) in the country.

Bashir Saleh, on Interpol's wanted list for his former role as a aide to Muammar Gaddafi, is travelling freely in South Africa, according to a report in the local press. He even allegedly attended the governing African National Congress's centenary celebrations and a recent summit of the Brics emerging economies.

The row came as South African officials confirmed they have been approached by Libyan investigators seeking to recover Gaddafi's cash, gold and diamonds believed to be held by four banks and two security companies in the country.

The South African Sunday Times said the investigators are convinced part of the $1bn "loot" in South Africa is linked to Saleh, who also goes by the name Bashir al-Shrkawi.

"He was reportedly seen hobnobbing with ANC notables at the party's centenary dinner in Mangaung in January 2012 and at the Brics summit in Durban in March this year," the paper added.

It quoted Libyan sources as saying Saleh was seen three weeks ago at Johannesburg's five-star Michelangelo hotel which has previously denied alleged links to Gaddafi and is believed to be travelling between South Africa, Swaziland and Niger.

The South African opposition Democratic Alliance demanded his immediate arrest. Dianne Kohler Barnard, shadow police minister, said: "What is he doing strolling in and out of our country when he's on the most-wanted list? If we had any crime intelligence at all, they would know who this was and arrest him on the spot.

"There's a possibility he's being protected by members of the ANC, maybe on the instructions of 'number one' [president Jacob Zuma]. How else could someone on the Interpol list get such protection?"

She added: "Urgent action must now be taken to rectify this. Bashir Saleh must be immediately arrested and a full investigation conducted so that the world knows that South Africa will not allow itself to become a safe haven for international criminals."

ANC spokespeople did not respond to requests for comment.

Foreign assets belonging to Gaddafi who was ousted and killed during a revolt in 2011 or his family are regarded by many Libyan citizens as state-owned property that should be repatriated. It is thought the South African haul could be the biggest to date, though still only a fraction of the estimated total of $80bn.

Some of the information used to trace the funds is understood to have come from Abdullah al-Senussi, Libya's former intelligence chief, who was arrested last year for crimes against humanity, the Sunday Times reported. The paper printed extracts of letters from Libya's justice and finance ministers to their South African counterparts asking for help finding assets linked to Gaddafi, which might "have been illegally possessed, obtained, looted, deposited or hidden in South Africa".

It also claimed the investigators had met president Jacob Zuma and finance minister Pravin Gordhan to discuss locating and returning the money.

Jabulani Sikhakhane, a spokesman for the South African treasury, confirmed on Sunday: "The treasury was approached by a group claiming to represent the Libyan government. They say some assets were moved to South Africa by the former regime."

It will take considerable time to identify the assets and institutions, he added.

Libyan embassy official Salah Marghani said officials had "been appointed to investigate and secure assets in Africa on behalf of the people of Libya".

Gaddafi's relationship with South Africa was complicated. Nelson Mandela is often said to have been grateful for his support in the struggle against racial apartheid and was once quoted as saying: "Those who feel irritated by our friendship with president Gaddafi can go jump in the pool."

But in 2011 Mandela's successor as president, Thabo Mbeki, claimed Gaddafi's backing for the ANC was a myth. "The incontrovertible fact is that during this whole period, Libya did not give the ANC even one cent, did not train even one of our military combatants and did not supply us with even one bullet," he said.

"This is because Gaddafi's Libya made the determination that the ANC was little more than an instrument of Zionist Israel because we had among our leaders such outstanding patriots as the late Joe Slovo."

Others point to evidence that South Africa's relations with Gaddafi cooled when Mbeki took over in 1999. Tom Wheeler, a former ambassador and now research associate at the South African Institute of International Affairs, said: "I find this report a bit perplexing because I don't think Gaddafi was particularly popular here during the time of Thabo Mbeki.

"I was present when Mbeki spoke to the department of foreign affairs and he showed complete disdain for Gaddafi. He said this idiot Gaddafi wanted him to break off relations with the US and waved a letter around."

Under Zuma, South Africa backed a UN resolution authorising air strikes on Gaddafi's forces in Benghazi during the 2011 uprising but was otherwise critical of the west's push for regime change.
