Andrew Mitchell, International Development Secretary, inadvertently exposed the document to photographers.
The accidental revelation of a UK government's document unveiled a secret plot in the making to topple Afghan president Hamid Karzai, according to media reports.

The briefing document "welcoming" the departure of president Karzai was accidentally photographed, when International Development Secretary Andrew Mitchell was leaving the No. 10 Downing Street on Tuesday clutching the note, British media reported.

The text states that Karzai's departure will mean that the politics in Afghanistan "will be in a better place", according to the reports.

Photographers were able to capture the text contained in a security document Mitchell was carrying as he left Number 10 Downing Street. The document also showed that the government has been discussing Northern Ireland in its Tuesday morning's meeting.

"It [the document] also talks about the problems the United Kingdom has vis-a-vis the finances it is giving Afghanistan", said the memo.

"Basically, the UK knows that Afghanistan financial ministry is utterly corrupt and it acknowledges that this is giving some difficulty for that flow of UK funds to Afghanistan for the transition", the Afghan memo added.

The document also said the UK should "publicly and privately" approve Karzai's decision not to seek a third term in office.

"Note that Karzai has publicly stated his intention to step down at the end of his second term as per the constitution. This is very important. It improves Afghanistan's political prospects very significantly. We should welcome Karzai's announcement in private and in public", said the document.

"Afghan perceptions of violence are very important for their confidence in their future, and for their readiness to work for the Afghan government", the document added.

"Have we got the strategic communications on levels of violence right?"

The document also discusses reforms to Afghanistan's banking sector and a planned IMF visit to the country.

The Department for International Development said the papers were "of a routine nature".

"If this is a security document, then I think Mitchell will be extraordinarily embarrassed", said an official.
