We write with profound and urgent concern about news reports of the systematic

destruction of registration forms submitted by Democratic voters in Nevada and Oregon.

As you know, it has been alleged in the last two days that Voters Outreach of America, a

private company under contract with the Republican National Committee, has solicited

voter registration forms in Las Vegas and Reno, Nevada, and Portland, Oregon, only to

destroy hundreds or even thousands of registration forms submitted by Democrats. Ifthe

allegations are true, many citizens who have every reason to believe they are registered to

vote will be turned away from the polls on November 2.

The company, which is run by Nathan Sproul, the former head of the Arizona Republican

Party, reportedly also has run registration drives in Pennsylvania, Michigan, Ohio,

Minnesota, West Virginia, and Florida, leading to fears that similar illegal activity may

be occurring or may already have occurred in those states. Indeed, there are widespread

allegations of the fIrm's misconduct in addition to the allegations that it has destroyed

voter registration forms, librarians in Oregon have recently alleged that the fIrm falsely

attempted by phone and mail to deceive them into believing Voters Outreach of America

was engaging in a nonpartisan voter registration drive.

The level of our concern has been heightened by the comments yesterday by FBI Special

Agent David Schrom that were reported by the Associated Press. Special Agent Schrom

told the AP that no Federal investigation had been launched either in Las Vegas or in

Reno, and he suggested that any investigation would likely fall under State jurisdiction.

These statements are in apparent conflict with assurances made yesterday by

representatives of your Civil Rights Division, who stated that the matter was under

investigation by the Department's Criminal Division.

In light of these disturbing allegations and scattered public reports of other voter fraud

activities, please respond to the following questions as quickly as possible:

(1) Has the Department of Justice opened an investigation of the allegations that

Democratic registration forms were destroyed by Voters Outreach of American in

Nevada? liso, who is in charge of this investigation?

(2) Has the Department opened an investigation in Oregon? If so, who is in charge of

this investigation?

(3) Has the Department opened an investigation in any other States in which Voters

Outreach of America has operated? If so, in which States? Please provide the

person or people in charge of each such investigation.

(4) Leaving aside the merits of the particular allegations at issue in Nevada and

Oregon, do you believe that it violates any Federal law, or implicates any Federal

interest, to destroy voter registration forms based on partisan affiliation in

advance of a Federal election?

(5) If these allegations are found to be sound and in violation of Federal criminal law,

what efforts can and will the Department of Justice undertake to make whole the

victims of this fraud? Will you work, beginning immediately, with the States of

Nevada and Oregon to ensure that citizens whose registration forms were

destroyed will be able to vote in the November 2 election?

The right to vote is the most basic right that any American citizen has in participating in

their government. Americans have died and are dying to defend that right. The

Department of Justice has the responsibility to vigorously defend the registration and

voting process from those who may conspire to subvert it for their own partisan purposes.

We, in our oversight capacity concerning the work of the Department of Justice, and the

American people, in their interest in protecting the most basic sacred right, need

immediate assurances that all that should be done is being done to vigorously defend the

public's voting rights, and that full remedies to restore voting access will be promptly

implemented if they are warranted. At the very least, you should launch an immediate

investigation into the activities ofMr. Sproul and his firm and collect the information

needed to allow you to alert local authorities to potential problems on Election Day, so

those officials, with other appropriate authorities, can make immediate preparations to

deal with the defrauded registrants fairly and efficiently. The response that we have seen

so far is not encouraging and pales in comparison to the seriousness ofthese allegations.

Given the urgency ofthis matter, we ask for at least an interim response to these

questions by Tuesday, October 19.

Any company that would pay Dick Armitage good money to direct it begs examination.

So you click in business pages on the Internet, you search, downloading any intelligence lead, every key buy-out announcement, director profile, loss statement, press release and SEC reprimand.

You wade through trite press releases and confusing math. It takes awhile. When you are finished, you know the meaning of shame.

And it isn't historically significant because he worked there prior to taking the State Department appointment as Colin Powell's deputy. Just the opposite Armitage's place in history is assured because he was a director of ChoicePoint.

ChoicePoint is the explanation of everything and nothing, the means justifying the means, founded on the sort of motives that turn some men, when they dwell on it, into hermits or existentialists.

ChoicePoint and 911 were inseparable, "joined at the hip." It is no exaggeration to say that ChoicePoint has determined the country's leadership, sacrificed thousands of innocent lives, moved the country into a 
police state and paved the road to war.

AN AGGRESSIVE TAKEOVER

The founder of the company fell off a roof in 1998. His name was Rozar. The obituary noted that Rick Rozar, a "former private 
investigator," was a "benefactor to needy children." He "fell from the roof 
at his Newport Beach home." He was 44 years old.

The tiny computer company Rozar started up in 1978 would evolve into one of the nation's leading public information brokers.

"Rozar, 44, was found by his fiancé about 3:45 p.m. Wednesday outside the 
front door of his $3-million home on Bayside Drive, overlooking Newport Bay, police said." The ause of death: "'It appeared that Rozar was working on a 
satellite dish system when he fell,' said Newport Beach police Sgt. Mike 
McDermott."

Rozar started-up CDB Infotek "as an insurance investigations business. He 
foresaw a growing marketplace for computerized databases that would automate the process for investigators. Equifax's Insurance Services Group bought a majority stake in the business in 1996, with Rozar staying on as president and chief executive. The company was later spun off as part of ChoicePoint Inc., a publicly traded company. He resigned when he sold his remaining interest this year."1

It has been reported that Rozar "engineered the sale of 70% of the business two 
years ago for more than $32 million, and sold his remaining interest this 
year for an undisclosed amount." (Unfortunately, he only lived long enough 
to spend a little of it a $100,000 contribution to the Republican Party.)

Two years later, ChoicePoint purchased Database Technologies (DBT). This 
company, based in Boca Raton, was founded by Hank Asher. The FBI accused Asher of hob-nobbing with drug peddlers from the Bahamas.

The Bureau went so far as to cancel its CBT data management contract for this very reason.2

It wasn't CDBInfotek anymore ChoicePoint was an Orwellian octopoid in the works. The Guardian's Tim Wheeler let drop his reporter's instinctive caution in May 2003: "ChoicePoint Inc, a data-processing firm … is notorious for purging Black and Latino voters in Florida to help George W Bush steal the 2000 election…"3

But there is no other way to interpret the documented interactions between 
Katherine Harris and the executives of Database/Choicepoint … in the last 
analysis, it wasn't Ralph Nader or even the Supreme court.

ChoicePoint decided the election.

Reporter Greg Palast, with Katherine Harris's e-mails and financial documents in 
hand, reported on the causes of the 2000 election after the event. Recall 
the chaos in Florida when ChoicePoint (inadvertently or not) "glitched" the 
votes: "Recent studies say nearly one-quarter to 31 percent of black men in 
Florida cannot vote … The state's voter-purge project has critics doubting 
both the accuracy and the motives of the state's contractor, Database 
Technologies."

"Election supervisors in some counties including Palm Beach County 
declared the company's information too dubious to use." In a single glitch, 
"the company mistakenly listed 7,972 people as possible felons, only to 
acknowledge later that they had been convicted of misdemeanors…"4

This is not a portrait of a thriving democracy. This is fascism. Most 
Americans are accomstomed, even habituated, to living with it, but this is 
what fascism looks like.

"Glitches" do not discriminate along racial lines. Palast's contemporaneous 
reports from Florida stated clearly that the purged black and Latino votes 
were NOT the result of a mishap. Laura Flanders at FAIR reported in late 
2000: "Many Floridians who found themselves scrubbed' off the voting rolls 
WEREN'T PURGED ACCIDENTALLY…. Florida Secretary of State Katherine Harris paid a private firm, ChoicePoint, $4 million to cleanse' the voting rolls, and the firm used the state's felon ban to exclude eight thousand voters who had never committed a felony. ChoicePoint is a Republican outfit."5

"I am disappointed that, to my knowledge, the culprits haven't been legally 
pursued to the fullest extent of the law. Instead, ChoicePoint continues to 
get government contracts…" Former U.S. Rep. Cynthia McKinney, D-Lithonia

Most native observers, swayed by media opinio -formation, were unaware that the fix was in, and concluded that the purged votes could be explained away as computer error or KeystoneCop programming, or something else … if it weren't a step in an accelerated process of right-wing imposition on the United States, not isolated or incongruous by any means. ChoicePoint is a child of privatization like scores of other "independent" contractors that serve the classified sector and performs many of the "dirty tricks" that were once the province of the FBI, NSA, CIA and other opaque federal agencies…

"I think clearly the government is now turning more and more to private 
industry to do its dirty work, to gather information on people, manipulate 
that information on people and, in so doing, circumvent the Privacy Act." - Former U.S. Rep. Bob Barr, R-Smyrna

"Dirty work" turns a handsome profit. Within a decade since its founding, 
ChoicePoint's fortunes are swelling. The company's "market capitalization 
grew by $500 million in the year from Oct. 1, 2001, to $3.1 billion," according to the Atlanta Business Journals web site.

The year after 9/11, 
ChoicePoint was the award winner in the large public company category 
(public companies with annual revenues exceeding $150 million)."6 The 
company pulled in nearly $800 million in fiscal 2002 revenue.7 In 2008, the data broker was taken over by Reed Elsevier in a cash transaction of $3.6 billion USD.

Since August of last year, Nathan Sproul, the man at the center of the growing voter registration fraud investigations in 11 counties in Florida, as well as other states, has registered at least 10 limited liability companies at the address of 80 E. Rio Salado Parkway, Suite 817, Tempe, Arizona.

But in this photo taken on August 21 of this year, all that we see at this address are about a dozen volunteers making signs for Presidential candidate Mitt Romney in a big open space devoid of desks or anything else looking like a business.

Various media have reported that the Romney campaign has said its relationship with Sproul ended in March of this year, but this photo was taken six weeks ago, according to the caption. Why are volunteers for Romney working out of Nathan Sproul's office rather than out of the official Republican headquarters or Romney's campaign headquarters?

Sproul also has an office on the same floor of the building, Suite 814. That address has been used for an array of companies tied to Republican operations in states from coast to coast. The companies thus far known are: Sproul Grassroots Mobilization, LLC, Lincoln Strategy Group, LLC, Grassroots Outreach LLC, and Strategic Allied Consulting, the firm at the center of the current storm over forged voter registrations.

Just this past Friday, as Nathan Sproul was giving an exclusive interview to Fox News saying he was out of the paid voter registration business for good, Greg Flynn at BlueNC was reporting that yet another Sproul business incarnation has sprung up Issue Advocacy Partners, using Sproul's address in the recruiting ads. More troubling, this firm is operating in at least five states: Iowa, New Jersey, New York, Virginia, and Wisconsin.

While the ads for Issue Advocacy Partners say they are seeking canvassers to go door to door to identify conservative voters, this ad says they also register voters. [Update: Someone killed the first link we had in the previous sentence so we have updated the link to a Google cache to forestall further tinkering.]

The Virginia Republican Party said it had dismissed Sproul's firm, Strategic Allied Consulting, once the fraudulent registrations began to emerge in other states. The Virginia Republican Party had paid $500,000 to the Sproul firm as recently as August 1, 2012 for "new voter and absentee ballot registration" according to its filing with the Federal Election Commission. But Issue Advocacy Partners, using Sproul's address, is now recruiting for workers in the state of Virginia. If the Virginia Republican Party is not paying Sproul who is? According to the Washington Post, "Sproul and firms linked to him have been paid $21.2 million by the Republican Party, its candidates and affiliated interest groups over the past nine years." The money continued to flow to the Sproul firms long after charges of fraud emerged in multiple states in 2004.

Two of the Sproul related-firms, Strategic Allied Consulting and Grassroots Outreach LLC, were registered in Virginia and California, respectively, by the same company, CT Corporation, revealing no connection to Sproul in the documents filed with the Secretary of State. CT Corporation is owned by a foreign corporation, Wolters Kluwer, based in Amsterdam with operations in 35 foreign countries. The address shown on the $500,000 check issued to Strategic Allied Consulting by the Republican Party of Virginia is the office address of the CT Corporation 4701 Cox Rd, Suite 301, Glen Allen, Virginia.

The Republican National Committee as well as state Republican committees in Florida, Colorado, North Carolina and Virginia have all said they have dismissed Strategic Allied Consulting. But with a company that changes its name as frequently as some of us change our socks, there appears to be ample evidence that Sproul is still operating, just under a different name.

This Friday, Congressman Elijah E. Cummings, Ranking Member of the U.S. House Committee on Oversight and Government Reform, has asked Sproul to sit for an interview. In the letter requesting the interview, Cummings writes:

"Instead of the RNC [Republican National Committee] having zero tolerance' for voter registration fraud, you claimed that RNC officials asked you to form your new company, Strategic Allied Consulting, in June for the specific purpose of concealing your connections to these previous allegations. In a blunt concession, you reportedly stated that you created Strategic Allied Consulting at the request of the Republican National Committee because of the bad publicity stemming from past allegations.'"

In past election cycles, members of Congress have asked the U.S. Department of Justice to investigate Sproul and his firms. The investigation went nowhere. Now the same systemic charges are back in another presidential election cycle with the involvement of a foreign corporation. It's time to get to the bottom of this sprawling operation, its funders and its front men.

If a country proclaimed itself as the standard-bearer for democracy around the world, while a son of one of the country's presidential candidates owned voting machines in a state known for swinging elections, would you take that country's claims seriously? Would you believe that nation's claims of love for democracy if a team of UN observers were sent to that nation's polling locations on Election Day to monitor a hyper-partisan voter intimidation group?

We've all heard of the Golden Rule no, not the "do unto others" law that Jesus spoke of in the New Testament I'm referring to the more well-known "He who has the gold, makes the rules" one. In this case, the one with the gold is Tagg Romney, son of presidential candidate Mitt Romney. Tagg also recently made headlines after saying he wanted to "take a swing" at the President of the United States for calling his dad a liar.

Tagg is managing partner of Solamere Capital, which is a subsidiary of financial firms owned by Allen Stanford, a guy doing 110 years behind bars for an $8 billion Ponzi scheme. Solamere is tied to many private equity-owned firms, one of which is HIG Capital's Hart Intercivic, a voting machine company whose products will be used in Ohio on Nov. 6. This is worse than when the owner of Diebold, who makes easily-hackable voting machines, promised to deliver Ohio to George W. Bush in 2004.

In a nutshell, the budding vulture capitalist Republican son of the vulture capitalist Republican running for president is part-owner of voting machines in a state that is a must-win for any Republican seeking the presidency. By any reasonable standard, this conflict of interest is cause for an investigation by the Federal Election Commission, the FBI, and is a national security concern for the Department of Homeland Security, all of which have a mandate to ensure that vote counts will not be tampered with on Election Day.

When you combine this troublesome detail with the many new unfair voter ID laws around the United States that are estimated to disenfranchise millions of Democratic-leaning voters on election day, this election could very well be a farce. Far-right politicians in Ohio, Virginia, Arizona and Florida have done their very best to suppress the Democratic vote by purging voter rolls, giving Latino voters wrong information on when to vote, and even adjusting early voting rules to favor Republican-leaning counties over Democratic-leaning counties.

The threat of a farce election is so great that lawyers for the ACLU, NAACP and other advocates have asked UN observers to come to the beacon of democracy, the United States, and monitor our elections*. This is in response to a Houston-based group called True The Vote that trains thousands of volunteers in a pledge to stop "voter fraud," largely through aggressive intimidation tactics. True The Vote's strategy is basically to give copies of voter rolls to poll-watchers, and encourage them to relentlessly question election officials when someone comes into a polling location whom they don't think should be there. While partisan groups like True The Vote are crying "voter fraud" as their excuse to make it harder for students, seniors, people of color, poor people and other traditionally left-leaning constituencies to go vote, the only acts of voter fraud that actually occur are being committed by the far-right.

We need to be just as aggressive in demanding accountability for the crooks who are trying to rig this election in their favor as often as possible, before we're stuck with an illegitimate presidency and arguing over a few hundred votes in rigged courts.

UPDATED: Why is Mitt Romney so confident?

In states where the winner will be decided by less than 10%, of the vote he already knows he will win. This is no tinfoil hat conspiracy. It's a maths problem. And mathematics showed changes in actual raw voting data that had no statistical correlation other than programmable computer fraud. This computer fraud resulted in votes being flipped from Democrat to Republican in every federal, senatorial, congressional and gubernatorial election since 2008 (thus far) and in the 2012 primary contests from other Republicans to Mitt Romney.
This goes well beyond Romney's investment control in voting machine maker Hart Intercivic and Diebold's close ties to George W. Bush. Indeed all five voting machine companies have very strong GOP fundraising ties, yet executives (including the candidate's son Tagg Romney) insist there is no conflict between massively supporting one party financially whilst controlling the machines that record and count the votes.
A retired NSA analyst has spent several sleepless nights applying a simple formula to past election results across Arizona. His results showed across-the-board systemic election fraud on a coordinated and massive scale. But the analysis indicated that this only happens in larger precincts because anomalies in small precincts can be more easily detected.

"Easy to Cheat"
Retired NSA analyst Michael Duniho has worked for nearly seven years trying to understand voting anomalies in his home state of Arizona and Pima County. This publication has written extensively about apparent vote machine manipulation in a2006 RTA Bond issue election that is still being fought in the courts. Said Duniho, "It is really easy to cheat using computers to count votes, because you can't see what is going on in the machine."

When Duniho applied a mathematical model to actual voting results in the largest voting precincts, he saw that only the large precincts suddenly trended towards Mitt Romney in the Arizona primary and indeed all Republicans in every election since 2008 by a factor of 8%-10%. The Republican candidate in every race saw an 8-10%. gain in his totals whilst the Democrat lost 8-10%. This is a swing of up to 20 point, enough to win an election unless a candidate was losing very badly.
Since sifting through and decoding massive amounts of data was his work for decades on behalf of the National Security Agency, he wanted to understand why this was ONLY happening in large precincts.
Nose Counting
The idea of examining large precinct results came via a link to a report written by Francois Choquette and James Johnson. Choquette became curious about South Carolina primary results in the February Republican contest. There a poll observer noted an unusually big gain of votes for Mitt Romney in larger precincts than in smaller ones. Choquette wanted to know why?

He examined and applied all of the normal statistical markers to see where a variance might occur: income level, population density, race, urban vs. rural, even party registration numbers. He found no correlation to explain why Romney votes trended upward while Paul and Santorum votes trended downward -yet only in large precincts.
Choquette then looked at all 50 states and found roughly a 10% switch in votes from Democrat to GOP. This was noted in every state except Utah, where the presumption was, as it was Mitt's religious home state and very conservative, there was no chance of Romney losing and no variance was found.
Choquette even saw in Maricopa County, which is Phoenix and its suburbs, that in 2008 Romney used this technique against John McCain. But McCain beat him by too much for a 10% fraud gain to matter. McCain tried to do the same thing in the general election to President Obama but 9 million votes nationally were too many to make up.
Examining every county across America was too massive an undertaking for any one person so he included a simple set of instructions and encouraged others to do the same with raw vote totals in their county/state.
1. Download the text files of all raw actual vote results by precinct from the Secretary of State's Office.
2. Arrange them in precinct order.
3. Put in all of the candidate totals for each precinct.
4. Sort the data by total vote smallest on the top.
Now here it gets a bit dense: He needed to add columns that show cumulative totals by candidate then compare them by candidate to establish trend lines.
That reveals trends should remain statistically constant throughout an election.
Stealing Votes
But as the spreadsheet shows, the larger the precinct, the numbers start to change dramatically.

"If percentages did not change from one precinct to the next, we would see a flat line, but what we are seeing is sloped lines downward for Democrats and upward for Republicans (or, in the case of the Presidential primary, upward for Romney and downward for his opponents), said Duniho."
In every election contest, the trend lines dramatically crossed for no apparent reason. It was revealed that votes were being systemically bled off for Rick Santorum and Ron Paul and then being credited to Mitt Romney.
Once Duniho completed the spreadsheet, he pumped in actual vote totals from other Arizona election contests.

He looked at every 2010 race in Arizona from Governor Brewer to Senator McCain and Congresswoman Gabby Giffords. The trends lines all did the exact same thing. Someone had manipulated the election outcome, most likely one person inserting a programme inside the system's central computer… that flipped votes.
The results were astounding.
They showed that Governor Brewer actually lost her election and Gabby Gifford's razor thin less than 1% point re-election victory over Tea Party Conservative Jesse Kelly was closer to a 20 point victory for her.
Duniho added, "We need to have strong hand count audits to confirm the integrity of these elections. This means comparing hand counts with official reports of the election."
Ohio Precedent
This isn't the first time Republicans have been charged with vote theft. It happened in the 2004 presidential election, in Ohio and Florida.

In Ohio, GOP consultant Michael Connell claimed that the vote count computer program he had created for the state had a trap door that shifted Democratic votes to the GOP.
He was subpoenaed as a witness in a lawsuit against then-Secretary of State Ken Blackwell, and lawyers for the plaintiff asked the Dept. of Justice to provide him with security because there were two threats made against Connell's life by people associated with Karl Rove. But in Dec. 2008, before the trial began, Connell was killed in a plane crash outside Akron Ohio.
There were problems in Florida, as well.
A study by the Quantitative Methods Research Team at the University of California at Berkeley found that anomalies between Florida counties using touch-screen voting and those using other methods could not be explained statistically. Noting the higher-than-expected votes for Bush in three large Democratic counties, Miami-Dade, Broward and Palm Beach, Michael Hout, a Berkeley professor who did the study said there were strong suspicions of vote-rigging.
"No matter how many factors and variables we took into consideration, the significant correlation in the votes for President Bush and electronic voting cannot be explained," Hout said. "The study shows that a county's use of electronic voting resulted in a disproportionate increase in votes for President Bush. There is just a trivial probability of evidence like this appearing in a population where the true difference is zeroless than once in a thousand chances."
Don't Trust, Verify
Indeed the only way to 100% verify this election fraud would be through handcounts of ballots by precinct, matching those results to the reported totals. But as was mentioned earlier, a group in Pima County has been trying unsuccessfully to get access to ballots to conduct such a count for almost five years since anomalies first surfaced in voting machines in 2006.

Is there a judge in Arizona likely to suddenly reverse past trends and allow access to conduct such a handcount of ballots 12 days before a national election? And if not, why not? Maybe someone needs to commission the Anonymous hacker group to re-level the playing field because the courts are not going to do it.
The results of Duniho's analysis can only happen if votes are being stolen, and the only way that's possible is if the computerised machines are programmed to steal them. Welcome to Zimbabwe.
More than 100 million Americans will cast their ballots thinking their vote will be fairly counted. It should be. Yet the crooks know they can safely flip up to 10% of votes without consequence. Anything more than that is statistically suspect.
President Obama won by such a huge margin in 2008 that even with this anomaly built into the system, he cruised to victory. This year the election is much closer. Can American democracy afford yet another election crisis placing three of the four last national Presidential election results in question or worse: The outcome was stolen, the outcome a victim of election theft?
Don't Take Our Word
Use the spreadsheet above to do the maths in your own state, county or precinct. The results are compelling. Then demand that the Justice Department stop this insane view that results need to be reported by 11 pm for the television networks. Demand hand ballot counts!

We use paper ballots in the UK and results do not even begin to trickle in until 3 am. The final outcome can take up to three days to finalise. But voters in Britain know the count is accurate because every ballot is transparently hand-counted. When I read this article that Serbia, Belarus and Kazakhstan were sending election monitors to watch the US Election?, I knew we'd jumped the shark.
We are already being victimized by vote fraud on a scale that, in another country, would lead to calls for international election monitors. It is time for Americans to stop being victims of ghosts in the machine.
