Is it now possible to genetically manipulate a virus? - answer: yes. But if it was [and a recently published paper says best anyone can tell in the field of genetic manipulation, there is no evidence of the genone having been manipulated], it is an own goal bioweapon. So, one can use the fall back that it escaped from a lab, but again we don't yet have any evidence. Are there cretins who work in bioweapons who would think to create such as thing? again - yes; but I think they'd make one that would target a population and leave themselves immune - and not kill 2% [approx.] of everyone almost equally [and older persons and those with pre-existing conditions most susceptible]. So, possible and doable - but no evidence yet; and I see no point in debating something that is possible, but seems illogical and has no evidence yet. 911 and Dallas, to name but two, have LOTS of clear EVIDENCE of being black ops and having had a clear objective for doing so. If this was done on purpose, it was a suicide mission to destroy hundreds of millions, when there are bioweapons that could kill nearly everyone or even everyone.
You are certainly welcome to not consider the possibility. From my POV, I think we would be remiss not to look for faint or not so faint traces of deep state actions. Remember, we are only in the early stages of this virus. As time passes, there may be other perspectives that come forth. Case in point: the Oklahoma City bombing. Think of all the stages we went through in understanding this event. And now, I believe you have concluded that it was a trial run for the 9/11 attacks.
Regarding the question of an own goal. We don't know the scope of this supposed operation -- if it is one, of course. We really have to wait to see how big and to whom it impacts the most. But causing chaos is a well known technique for advancing goals.
I suppose you have seen the strange reference in a Dean Koontz novel to a strange virus that sweeps the world. Don't bother debunking because Swopes has done a great job.

The original story has a different city and the virus has a different name.
EDIT: this seems to be blowing up, so I did some more research on it (apart from visiting the first Google result which appears to be Snopes, haha. I am not a US person, so I did not know it’s not a credible source, I apologize for that! TIL!)
Apparently, there have been multiple iterations on the book, and in 2008 Dean Koontz did change it with regard to the virus. It used to originate from Gorki (a city in Russia), and this was changed for Wuhan.
This makes sense because there is a virology institute there (https://en.m.wikipedia.org/wiki/Wuhan_Institute_of_Virology). Also, in 2008 Wuhan starting appearing in the news because of the 2008 Summer Olympics which was held in China.
I personally believe all this is a logical explanation for the fact expressed in this post. Dean heard about Wuhan, did some research, and decided it would be more fitting for the book.
