The guy from Special Branch was probably calling "Action!"
It reminds me of an "evil paparazzi invade privacy" incident I once witnessed in a Camden pub, where a Radio 1 DJ had to flee through a side door with his "girlfriend" pursued by the rabid snappers.
It was all a setup. The DJ was drinking in a corner of the pub with the woman - a B-list celebrity whose name I forget. Suddenly, a bunch of snappers appeared. They talked to a man (presumably a PR agent), who then talked to the DJ and the woman. After a couple of minutes, the DJ and the woman ran out of the pub pursued by the paparazzi. However, clearly they didn't get the photos they wanted, because a couple of minutes later, DJ and bird returned and the whole charade was repeated.
The celebrity columns next morrning were filled with photos of "Lovecheat DJ flees secret tryst with curvy stunna" type tosh.
That was all a setup to raise the profile of 2 minor celebs.
The Millbank fix had altogether more sinister motivations.
