I would too - especially in light of the peculiar etymology of the words 'al Qaeda'.
OTOH, if 'al Qaeda' is intended to mean Muslim dissidents, cultivated, trained, armed, manipulated and generally controlled by the CIA to its own purposes and agendas, then 'al-Qaeda' - in embryo - he almost certainly was.
