Where is that exactly? I see a cop and someone else standing on the fire escape in the video, but not descending it, and no rifle. Also, I've seen it claimed before that the cop on the ground with people gathered around him is holding a rifle, but it looks far more like a Remington 870 shotgun than any rifle I've ever seen.
