Peter,

Just to bring this back around. Nagell, Oswald, Herminio Diaz Garcia in Mexico City July of 1963. All three come back into the United States via Miami.

Operation handled by Jorge Volsky who reports direct to Manuel Mendez aka David Morales.

Volsky also the eyes and ears for Nagell into the Cuban community. Volsky is the guy who sets up the Sylvia Odio visit by Oswald, Leopoldo and Angel. Nagell aware of this and gets wind of Dallas plot.

Jorge Volsky is the key here. Research him and things become somewhat clearer. There are some documents related to him at Mary Ferrell's database.
