Maybe. But remember Oswald's aloof study was because he was a CIA covert operative.



Perhaps FBI just wanted to make it look like they investigated any Oswald Vallee connections in order to reference it so they could say they already looked in to it. Sort of like the same way the Commission spent so much time on Ruth Paine so they could make it look like they did thorough scrutiny.
