How ironic... the existence or terrorism... or any *thing* can be used to establish that terrorism (oir the *thing*) exists!

What are you trying to say here that there is a notable difference between terrorism and international terrorism?
Is this the working definition of terrorism:

I think that issues of scale might be important. Hiroshima was pretty large scale terrorism. The Achille Lauro was a lot smaller. 9/11 would be relatively larger as far as terrorist acts go... that is if you don't include most bombing raids seen in war on civilian targets.
Terrorism works because all innocents feel vulnerable as innocents ARE the targets of terrorism despite the specific ones of any terrorist incident.
But yea the gov is looked to for security and so if the people are among terrorists' target then they WOULD look to and expect their security to come from the gumbnit.
Of course medical causes more death by orders of magnitude than terrorism. And lots of the is preventable and the gumbnit does nothing for THAT sort of security. So there IS a disconnect. People may fear getting on a plane, but they don't fear getting a procedure in a hospital as much. But they should!
