In his first several FBI interviews, Osborne insisted he was Bowen and knew of Osborne, but not as a close contact.
After he admitted he was UK born and held a Canadian passport and interviewed Bowen's sister who lived in the midwest and formally in Dallas, the FBI simply dropped that investigation.
Bowen's 1962 death certificate lists the correct WWdeceaced wife's name and an 1878 date of birth, conflicting with chuch records and the 14 Jan 1880 birthdate appearing on his 1917 WWI draft document.
