Sandy Larsen has now posted evidence from laws and regulations from 1925, 1987, and 2001 that bank stamps were required on Postal money orders. Seems profoundly unlikely to me that 1963 would have been an exception.
The microfilm question may be more difficult to pin down, but an awful lot of people are suddenly looking into this issue.
