Your argument is significantly undermined by dubious photographic analysis and needless either/or reasoning vis-à-vis the intelligence community and the mob.

I wonder, do you suppose it crossed anyones mind as to why those photos were so scrutinized, then 25 years later a report is dicovered when prior to those 25 years some reseachers have combed every inch of paperwork by DPD?

Most importantly, why didn't the photos Edwin Kaiser have ever been identified by the CIA or the FBI as to what they referenced?

All it took was locating the individuals on the document and ask the question like Nino Diaz.

I have no doubt whatsoever what my father had, and I know why he was killed.
