This, as best as I can make out, seems to be a cover story for why the WTC had to be "pulled": they posed a danger to surrounding buildings. Urban planners 1970-1974 did not include ease-of-demolition features in US skyscrapers afaik, they built them out of steel to last. Eventual deconstruction would be envisaged as construction, floor by floor. I'm not well read on this, but this is what my gut feeling tells me. I saw this new layer of the onion crop up first from the UK, perhaps MI6 is trying to tie up some loose ends for its pseudo-insider congregation by offering plausible deniability to the idea the US would bomb itself. It fails to deal with 3000+ victims, but "for the greater good" is the implied assumption I suppose. It might provide a layer of cover to the people who planted the bombs and painted the steel with thermate too, idk.
