It's not too surprising that this woman "saw" images of angels at the surreal site of a plane crash with no bodies or plane parts strewn about.
The brain is certainly capable of creating images on its own, such as hallucinations and dream images much like movie scenes. In fact the normal brain during sleep creates such images every 90 minutes or so. We could even say that the difference between normal people and psychotic people who have visual hallucinations is that normal people dream at night while asleep, but the psychotic people who hallucinate "dream" while they are "awake".
In a frightening or stressful situation people could "see" thngs that are not there. Her image of legions of angels protecting the site, as if to protect the "souls" of the dead from further harm, is her reaction to believing that there were dead bodies in the small area of ground which had "swallowed" the entire plane.
Some hallucinations may be interpreted as 'ego-protecting'. In this case, the overwhelming feeling of horror at the crash site and lack of evidence of bodies or any plane having crashed there induced her hallucination - like a transient psychosis.
