Gordon, what you are saying it would have been valid if they have planned a fake asassination attempt ONLY. Because this fake attempt was only a cover, they needed to relax security to succeed with the real assassination. Palamara have discussed in his "Survivor's Guilt" about the Studies of November that the SS was conducting. The SS would have secured more funds and Personnel if they had succesfully stopped assassinations attempts, like Chicago and Tampa. This does not excludes Charles theory that Chicago and Tampa were used to "protect" the real attempt in Dallas. I believe that Oswald, as part of the Northwoods operation would have been flown or appeared to be flown from Red Bird airport (Wayne January story) to Cuba and then killed. The Mexico incident would have been used as a proof to Cuba's complicity and the US would have bombed Cuba. The conspirators had other plans, never to invade Cuba, but to avoid capture by forcing a cover up to avoid a nuclear catastrophe. Angleton was responsible for that and he organized the Mexico incident with the help of Phillips.
