The source isn't as important as the fact Ruby was acting in the role of infiltrator and framer of Oswald for the covert forces he was working for in the police station. What's clear is Ruby wanted to make sure the sheep-dipping frame up was put forward and understood and that the precise pro-Castro/commie organization Oswald lent himself to as an agent provocateur was known.
If we peel back the curtain, I'm sure all of the main people in the police station knew who Oswald was and were keeping intel cover. Ruby was just reminding them of the script and helping them get their lines right. This boldness would fit Ruby's psychological profile because he was comfortable with the confidence of police protection from his Carousel arrangement. The cop who spoke about Ruby to the press after the shooting was clearly holding back what he really knew about Ruby. They were doing the same for Oswald too.
