I think it is like a matryoshka doll - Trump likely thinks he is running his con....but others nested both above and just below [like Bannon] think they are running the con. That said, this is not unique to this administration, only a more vicious and pernicious than usual neo-fascist con. What is disappearing are democracy, rights, liberties, financial security, hope, freedoms, health, peace, decency, civility, constitutionality, legality and lives....they have been dribbling away in past ongoing tag-team cons...but this one is perhaps the BIG ONE....certainly looking like the biggest one I have lived through or read about in the USA...and looking as if it could match some of the greatest in World history is this con lasts 4 years.
