I wonder if they did to him what Kerry did to Abbas recently? Pretend to have a meeting and then present him with a prearranged statement that they present to the media as the final agreement but he was never consulted or had any input? In any case Putin, Merkel and Hollande have by passed any US involvement so all good on that front. Unless one considers Merkel and Hollande stalking horses for the US.
That's the question I have too. Are the Europeans imposing their own solution and giving the US a one finger salute or are they still playing loyal NATO flunkies? It's not at all clear which? To me anyway.
But if John R Schindler at the XX Committee blog is to be believed, we are dealing with a war shy Obama who won't get militarily involved plus weak and "impotent" European leaders (Merkel and Hollande) in the face of the "military weakling" Putin, resulting in a "feckless" European foreign policy. Said he in yesterday's post.
So, I guess if he is to be believed then it is down to Merkel Hollande and Putin and the fuck America approach to destroying the Euro and Europe.

Second hand: Poroshenko 3 minutes before the deadline has ordered a cease fire. He has assured his country that there is no boiler and that resupply just happened today with a rotation of troops. The fighting going on there is the result of terrorist actions. I would imagine he is keeping his staunch ally Obama abreast of the situation in real time.

Another armistice is now official and things are quieter. Supposedly Azov battalion is moving towards the front in Mariupol -- Azov is not under the command of the government. Yarosh has ordered his Praviy Sektor units to keep fighting in the Debalstevo boiler. Debalstevo was leafleted again via artillery shells calling for surrender versus death. Mixed reports have been coming in on Debalstevo itself so far.
Here is an interesting comment from the Quemodo Institute, one of the critics of the Minsk II agreements. Their point is that the declaration of independence on the behalf of the DPR seems to have been forgotten. Then Zacharchenko goes and totally redeems himself:

Was wondering if this was the case. The cease fire is holding fairly well in most places except here and Mariupol where Azov is being their dumb fascist selves. So what's the big deal here. Some thing to hide? The DPR would have given safe passage (they don't want to feed 5,000 men for a start) to all the P.O.Ws but mercenaries are not P.O.Ws.
