Instructions are the federal reserve banks are to refrain from endorsing or marking the face of the postal money order, however, on the reverse side of the postal money order the Federal Reserve Banks are further requested to [avoid] from [heavy] endorsement if possible meaning the reverse side of the postal money orders shall be endorsed by the Federal Reserve Bank to indicate payment, the end.

Light endorsement only means the FRB code or its name stamped on the reverse side of the postal money order however, the Federal Reserve Bank is required to avoid any heavy marking endorsements meaning the bank's name, code and any other pertinent information that would suggest payment.

In other words there is no endorsement light or otherwise from the Federal Reserve Bank on the reverse side of the postal money order that indicates or suggests payment by the Federal Reserve Bank.

Oh, and by the way I called and recorded my conversation with an officer at the Federal Reserve Bank of San Antonio 210-978-1200. The officer I spoke to informed me he was very familiar with the procedures on handling the old puch out 1963 USPMO's.
His exact words were before sending the batch of PMO's back to the USPS they EACH get recorded and double checked against the USPS forms for acuracy before endorsement. I asked where does the FRB endorse the PMO? I wanted him to tell me, he replied, ALL PMO's get endorsed on the back side usually under the cashing banks endorsement, this should NOW put this to rest.

Which, in the case of the Oswald Money Order would not be the Federal Reserve Bank, right? The cashing bank was the First National Bank Of Chicago, right?

That's correct, Oswald's fraudulent money order never made it to the Federal Reserve Bank gee, and I wonder why? Anyone could have "rubbered stamped" that PMO.

To further project this image had the money order been mailed from Dallas to Chicago then the Federal Reserve Bank code should have been identified somewhere on the back of the postal money order as the following number
Chicago.............. 0710, however, the only identifying numbers on the reverse side are the last few numbers of Klines account.
There is no indication of the Federal Reserve Banks endorsement, bank name or bank code anywhere on the reverse side.

Probably because the safety measures and security practiced by Federal Reserve banks was so good that those who forged the evidence after the assassination couldn't crack it.
