I had always suspected that KOSTIKOV was a plant along with the rest of the info.

OBYEDKOV is the soviet embassy guard who says KOSTIKOV... not the Oswald imposter...

Paragraph 2.... KOSTIKOV was then promoted by Amb MANN and Win Scott....

SO what is your take on this?

Why does it say "attributed". Then that means its not from him directly right?

Very interesting. I just wonder who's doing the "attributing" here. Wondering because earlier in the document, it seemed that much of the WC's itinerary re Mexico City was set up by Ambassador Thomas Mann, and not Win Scott.

Well, since Ozzie wasn't there, he is speaking intelligenc-ese......

It would be a lie to say he said it... Helms lied without it seeming a lie....

But it was indeed a lie.... No American would have been seen or heard from on Sat the 28th at the Soviet compound
